Background
Hong Kong Institute of Construction Managers (“Institute” or “HKICM”), officially inaugurated on 5 May 1997, is the only local professional institution representing the construction management profession in Hong Kong to promote professional excellence in the construction management of both building and civil works. It has always been the professional and social responsibility of the Institute to take care of the development of the construction management profession, at all levels.
With a view to broaden the representation of construction practitioners and to widen the scope for the professional development needs of front-line site supervision personnel, the Institute has started to admit Construction Supervisor members since 2002 and to motivate site supervision personnel through systematic site management training and continuing professional development (CPD) activities provided by the Institute so as to enhance their professional status.
The role of site supervision personnel (which we classed as Construction Supervisor member) is important and in fact indispensable to ensure compliance of construction works with specifications, statutory, contractual and most of all, safety and environmental requirements. A role of such importance in the working level of construction works has yet been officially recognized with the deserving credit and sufficient CPD training was yet to be provided with.
It is on such rationale that the Institute recognized the need to set up its own registration system, in the absence of government regulation under legislation, to regulate the registration of and control the competency standard of site supervision personnel.
The registration system will register a list of Registered Construction Supervisors (“RCS”) that are assessed to have met stipulated minimum academic, professional and practical working experience requirements. The list shall be made available to the public to ascertain whether a person is a RCS who is competence and practising in construction supervisory practices.
Establishment of The Regulations
The Construction Supervisors Registration Regulations (“the Regulations”) have been adopted as Bye-Laws by the Hong Kong Institute of Construction Managers under Clause 10.3 of the Constitution at the AGM held on 18 December 2014 (and as amended at the AGM held on 14 December 2016) to provide for the registration of construction supervisors and disciplinary control of the practitioning activities of registered construction supervisors, and for related matters.
